I'd say both, but not equally. Individuals can certainly make a difference by cutting down on waste or using public transport, and those choices add up. However, the biggest sources of pollution are industries and energy production, and no amount of recycling at home can change those. That requires governments to set strict regulations and invest in clean energy. So for me, personal responsibility is important, but it shouldn't become an excuse for governments and companies to avoid the bigger decisions.
